Description   The HighShelf class is used to create high shelf filters. A high shelf filter boosts or cuts frequencies above a cutoff frequency, and passes frequencies below the cutoff with no change made to gain. Use this filter to enhance or diminish high frequencies present in a sound

frequency   float: the cutoff frequency

gain   float: the boost/cut volume in decibels
